The Human Resource Coordinator is responsible for performing HR-related duties on a professional level while working closely with the Administrative Services Supervisor to support the agency’s human resource functions.  This position is responsible for assisting with recruitment and onboarding, employee relations, training, policy implementation, regulation compliance, ADA administration, FMLA and other leave administration, and assisting with benefits administration.

DUTIES & ESSENTIAL JOB FUNCTIONS

To be successful, the Human Resources Generalist must be able to do the following always:

  • Administer the various HR policies and procedures for agency personnel; assist in the development and implementation of HR policies and procedures; prepare and maintain employee personnel files.
  • Perform desk audits, position analyses, and other reviews to determine appropriate job duties for agency staff.  Ensure that position analyses, desk audits, job descriptions, and organization charts are accurate and complete.  Assist with FLSA determinations as to exempt/non-exempt status.  Review proposed new agency positions, participate in and/or develop job specifications, and allocate new positions to the proper classification. 
  • Participate in the agency’s recruitment efforts by establishing recruiting requirements, studying agency plans and objectives, and meeting with managers to discuss needs. 
  • Attract applicants by placing effective external and internal job advertisements and conducting both passive and active recruiting efforts. 
  • Identify job candidates by screening, interviewing, and testing applicants; analyzing responses; verifying references; conducting background checks, and comparing qualifications to job requirements
  • Arrange management interviews by coordinating schedules; escorting candidates to interviews; and arranging candidate tours.  Evaluate candidates by discussing job requirements and applicant qualifications with managers; ensure that candidates are interviewed on a consistent set of qualifications. 
  • Conduct the agency new employee orientation and training; oversee and track employee program training to ensure compliance requirements are met.
  • Manage the agency’s volunteer and intern programs by conducting orientations; scheduling assignments; monitoring job contributions; and advising managers on training and coaching.
  • Work closely with managers on workers’ compensation and return-to-work programs.  Review medical restrictions to determine the type of work the injured individual can perform.  Coordinate with the insurance provider and manage the employee return-to-work program. 
  • Coordinate with managers on employee FMLA, ADA, and leave requests.  Review and confirm eligibility and work collaboratively to resolve complex leave scenarios.  Assist in approving/denying requests for leave as necessary.
  • Assist with the development and training for managers and employees on all aspects of human resource management and labor relations (i.e. contract training, performance management, discipline/grievances, recruitment, EEO, FMLA, ADA, PPACA, recruitment and retention, etc.)

BASIC COMPETENCIES

Education and Experience:

  • Bachelor's degree in Human Resource Management, Organizational Behavior or Development, Business or Public Administration, Industrial Relations, or a job-related degree as determined by the agency with a minimum of two years of professional level experience related to the position.
  • Or any appropriate combination of education and experience necessary to successfully perform the duties of the position.
  • A valid certification as a Professional of Human Resources (PHR) awarded by the Human Resource Certification Institute (HRCI) is preferred.

The Knowledge of:

  • Principles and practices of human resource management.
  • Effective recruitment and retention processes.
  • State and federal labor laws and regulations.
  • MS Office, HRIS and applicant tracking software, and any other computer programs necessary to successfully complete the job.

The Skills and Ability to:

  • Handle multiple projects simultaneously and creatively with excellent follow through.
  • Plan, organize and present training activities to diverse employee groups.
  • Communicate effectively verbally and in writing.
  • Manage time and multiple priorities, meet deadlines.
  • Establish and maintain effective working relationships with employees, other agencies and the public.
  • Exercise professional judgment in making decisions.
  • Handle sensitive and confidential situations and documentation.
  • Attend and conduct agency training and maintain necessary certifications and licenses.
  • Travel offsite for meetings and seminars.
